The original award on Jan 15 was given to General Dynamics Informaation Technology (GDIT). State Dept cancelled the award to GDIT because GDIT had made some very stupid decisions and wanted to correct them. The primary error was in naming the card manufacturer. Instead of working with GDIT, State cancelled the deal and awarded it to L1 for 1
$10Million more and a card that is not as secure as the GDIT product.
